What is an energy audit?
An energy audit is used for technical evaluation of the effectiveness
of energy utilization in the building or energy industry; it also
suggests measures to achieve energy savings. An energy audit is executed
particularly for larger buildings and manufacturing plants, energy production
plants, heat distribution systems, energy sources but it can be also used to
evaluate the energy and economic investment plan, e.g. a project of a small
power plant, cogeneration unit, etc.
An energy audit can only executed by the authorized energy auditor
who has a certificate of the Ministry of Industry and Trade of the Czech
Republic and is registered on the List of Energy Auditors.
Statutory duty to perform an energy audit
In some cases to perform an energy audit it is an obligation prescribed by
law; namely the Act No. 406 of 2000 Coll., on energy management and its
implementing Decree No. 480 of 2012 Coll. as follows:
- All legal entities and natural persons (housing
associations, owners’ associations, private owners, a group of residential
buildings) with a total annual energy consumption (i.e. the energy supply need
of all supply points operated under one Company ID) greater than
35,000 GJ.
- Organizational departments of the state, counties, municipalities or
allowance organizations (i.e. ministries, administrative authorities,
the Constitutional Court, the Public Prosecutor’s Office, the Supreme Audit
Office, the Academy of Sciences of the Czech Republic, buildings for education,
health care, civic amenities, etc.) with a total annual energy consumption (i.e.
the energy supply need of all supply points operated under one Company ID)
greater than 1,500 GJ.
- Natural persons and legal entities applying for the state
grant under the energy savings program if the installed capacity of energy
source is greater than 200 kW.
- An energy audit is also required by administrators of some support programs
and by banks to assess the applications for financial support, grant or loan to
finance energy projects.
What does an energy audit consist of?
The content and form of the energy audit is regulated by Decree No. 480 of
2012 Coll. However all that glitters is not gold. A correctly performed audit
should analyze your current energy management in detail; to quantify everything
in detail and subsequently to propose various austerity measures which are
compared in terms of energy, economic and ecology. The main parts of the
audit are:
